Job summary

Bowman seeks a Program Manager, Dry Utilities in Rockville, MD to oversee the planning, design, coordination and delivery of dry utility infrastructure projects including power, telecommunications, gas, and broadband systems for residential, commercial, mixed-use development and infrastructure projects.

This role provides technical direction, manages project teams, ensures compliance with regulatory and utility-provider standards, and acts as a primary liaison between Bowman, clients, and

Qualifications

• Bachelor’s Degree in Electrical Engineering, Civil Engineering or related discipline.
• Licensed Professional Engineer, preferred, not required.
• 10+ years of engineering or related dry utility development experience to include a minimum of five (5) years managing multiple complex large scale dry utility development projects (commercial, residential, municipal).
• Experience with water/wastewater systems, water treatment, water distribution, pump stations and operations.
• Demonstrated proficiency with AutoCAD and Microstation and/or Civil3D or similar design software required.

Responsibilities

• Lead dry utility team in day-to-day leadership, guidance, and technical oversight; assign workloads and deadlines.
• Oversee scopes, schedules, budgets, and resources for efficient execution.
• Coordinate with electric, gas, telecom, and fiber providers for service letters and design approvals.
• Identify risks, resolve design conflicts, and navigate utility-provider standards.
• Communicate project status and updates to stakeholders and clients; support proposals and cost estimates.
