Job summary

Bowman seeks a Program Manager, Dry Utilities in the DC region to lead planning, design, and delivery of dry utility projects for residential, commercial, and infrastructure developments. You will guide teams, ensure regulatory compliance, and liaise with clients and utility providers to move milestones forward.

Ideal candidates have 10+ years in dry utility development, PE preferred, strong project leadership, and experience with AutoCAD/Microstation/Civil3D.

Qualifications

• Bachelor’s Degree in Electrical Engineering, Civil Engineering or related discipline.
• Ten or more years of engineering or related dry utility development experience, with at least five years of multi-project management.
• Experience with water/wastewater systems, water treatment, water distribution, and pump stations.
• Licensed Professional Engineer preferred, not required.

Responsibilities

• Lead and manage dry utility project scopes, schedules, budgets, and teams.
• Coordinate with electric, gas, telecom, and fiber providers for design approvals.
• Oversee development of utility plans, layouts, and exhibits.
• Lead coordination with municipalities and regulatory agencies to advance milestones.
• Provide hands-on problem solving during design and construction phases.
