Job summary

Bowman invites you to join our Rockville, MD team as a Program Manager for Dry Utilities. You will lead the planning, design, and delivery of utility infrastructure projects including power, telecom, gas, and broadband for diverse developments.

You will provide technical direction, manage project teams, coordinate with utility providers, and serve as the primary liaison to clients. A PE license is preferred, with extensive dry utility experience.

Qualifications

• Bachelor’s degree in Electrical or Civil Engineering or related field.
• Licensed Professional Engineer is preferred but not required.
• 10+ years in dry utility engineering with 5+ years managing large projects.
• Experience with water/wastewater systems is valuable.
• Proficiency with AutoCAD, Microstation, Civil3D.

Responsibilities

• Provide day-to-day leadership and technical oversight for dry utility teams.
• Manage scopes, schedules, budgets, and resources.
• Coordinate with electric, gas, telecom, and fiber providers.
• Lead project meetings and prepare client presentations.
• Support proposal development and cost estimates.
