Job summary

FMI's manufacturing facility in Maine is pursuing a Subcontracts Administrator to manage DoD and government subcontract activity, ensuring compliance with FAR/DFARS, ITAR and EAR while maintaining audit-ready documentation.

Responsibilities include analyzing SOWs, negotiating terms, coordinating with program managers, and leading supplier negotiations from quote through award. The role requires a 4-year degree and 6–8 years of relevant experience.

Qualifications

• Degree in business or related field with DoD procurement exposure.
• Strong understanding of FAR/DFARS, ITAR, EAR and export controls.
• Ability to interpret complex subcontract terms and negotiate effectively.
• Experience managing multiple subcontracts in a fast-paced environment.

Responsibilities

• Analyze SOWs/solicitations, terms and conditions, and flow downs to identify risks while providing risk assessment to leadership.
• Prepare, review, and coordinate approval of basis of estimates including pricing, schedules, and NDAs.
• Coordinate with Program Managers to ensure obligations and performance requirements are understood.
• Maintain audit-ready files in compliance with FAR/DFARS, ITAR/EAR and CPSR requirements.
• Develop supplier evaluation criteria and negotiate subcontract provisions; support package generation for reviews.
• Lead supplier negotiations, monitor funding, delivery, scope, terms, and subcontract requirements.
• Assist with procurement documentation for internal/external audits and compliance.
