Job summary

Oteemo is seeking a Contracts & Subcontracts Manager to own the full lifecycle of prime contracts and subcontracts for the DoD portfolio. You will manage subcontracting with partners, ensure compliance under FAR/DFARS, and coordinate change orders and reporting with executives and delivery teams.

Ideal candidates have 5+ years handling federal and commercial contracts, strong DoD experience, and NCMA credentials.

Qualifications

5+ years managing federal and commercial contracts with cradle-to-grave ownership.
Hands-on experience negotiating and administering subcontracts and teaming agreements under DoD contracts.
Strong knowledge of FAR/DFARS and flow-down requirements.
Excellent communication and collaboration with delivery teams and executives.

Responsibilities

Subcontract management: negotiate, draft, and administer subcontract and teaming agreements, NDAs, and MSAs; ensure flow-down of FAR/DFARS clauses.
DoD contract compliance: review contracts and SOWs for scope, risk, and compliance; monitor adherence to obligations including cybersecurity requirements (DFARS 252.204-7012, CMMC).
Change orders and customer coordination: serve as primary contact for contracting officers; drive timely changes and resolve issues.
Process and template governance: maintain templates; update to reflect regulations and standards.
Reporting and proposal support: deliver compliance reports and assist with large contracts by reviewing terms and structuring teaming arrangements.
