Job summary

Oteemo is seeking a Contracts & Subcontracts Manager to own the full lifecycle of prime contracts and subcontracts across the DoD portfolio, from pre-award to closeout. You will ensure flow-down clauses, compliance, and a cradle-to-grave process.

You'll partner with executive leadership, sales, and delivery teams to keep templates current, maintain audit readiness, and provide regular visibility into compliance status. Strong attention to detail and ownership are essential.

Qualifications

• 5+ years of experience managing federal and commercial contracts with cradle-to-grave ownership.
• Hands-on experience negotiating and administering subcontracts and teaming agreements under DoD contracts; knowledge of FAR/DFARS.
• Experience supporting proposal responses for large contracts and reviewing terms/teaming/subcontract structures.
• Strong verbal, written, and listening skills; customer service orientation and entrepreneurial mindset.

Responsibilities

• Subcontract Management: negotiate, draft, and administer subcontracts, NDAs, MSAs; track clauses and performance; manage modifications and closeouts.
• DoD Contract Compliance: review contracts/SOWs for scope and compliance; monitor FAR/DFARS obligations and cybersecurity requirements; verify measures are followed.
• Change Orders & Customer Coordination: act as primary contact for contracting officers; drive change orders to completion; resolve issues.
• Process & Template Governance: maintain contract templates; update templates to reflect regulations and standards; define cradle-to-grave process.
• Reporting & Proposal Support: deliver compliance reports to executives; assist with solicitations and teaming/subcontract structures.
