Job summary

Fluor is seeking a Document Control Manager to lead the EDMS rollout for the California High-Speed Rail Authority program. You will oversee document control, analytics, and compliance, coordinating with IT, Records Management, and project teams to ensure auditable, efficient processes.

The role emphasizes staff supervision, training, performance metrics, and continuous improvement, with a focus on ISO 9001 alignment and regulatory standards; travel and stakeholder collaboration are expected.

Qualifications

• Accredited four (4) year degree or global equivalent in business administration or similar discipline.
• Twelve (12) or more years of direct experience in document controls for large, complex construction projects or programs.
• Experience in development, design, implementation, and operation of document control systems for large projects.
• Excellent communication and organizational skills.

Responsibilities

• Plan, organize, and evaluate the activities of the Document Control Program.
• Supervise, train, mentor, and evaluate document control staff.
• Develop and implement document control policies, procedures, standards, templates, and guidance documents.
• Monitor program performance and establish KPIs, dashboards, and reporting mechanisms.
• Coordinate document control activities across Authority offices, consultants, contractors, and project teams.
• Lead efforts to improve business processes and document management practices.
• Analyze program effectiveness and recommend improvements.
• Develop and deliver training programs and user guidance materials.
• Collaborate with IT, Records Management, and business stakeholders to support EDMS implementations.
• Support development of business requirements and workflow documentation.
