Qualifications

• Master's degree with K-12 Administration & Supervision endorsement.
• Knowledge of IDEA, Section 504, Virginia regulations, and related federal/state requirements.
• Experience supporting school teams with complex student needs, disputes, and compliance matters.
• Strong written and oral communication; ability to analyze data, manage timelines, and support defensible decision-making.

Responsibilities

• Provide division-level oversight of special education compliance with IDEA, Virginia regulations, Section 504, and local procedures.
• Monitor eligibility, reevaluations, annual IEPs, amendments, prior written notice, and timelines.
• Lead dispute resolution, parent concerns, state complaints, mediation, and related documentation.
• Collaborate with division leadership and legal counsel on issues involving denial of FAPE, procedural concerns, and litigation.
• Provide technical assistance on Child Find, evaluations, eligibility determinations, IEP development, and 504 decisions.
• Support schools with complex eligibility, IEP, 504, discipline, placement, and service-related decisions.
• Oversee Virginia IEP system data, workflows, and reporting; coordinate state reporting requirements.
• Develop, review, and update SPED procedures, guidance, tools, checklists, forms, and training materials.
• Provide division-level oversight for ESY services, including procedures, timelines, staffing, documentation, and compliance monitoring.
• Represent the department in CPMT matters, interagency collaboration, and intensive student support processes.
• Directly supervise and evaluate assigned SPED staff; deliver coaching and professional development.
