Job summary

Tetra Tech is seeking an experienced Cost Estimator to join our Disaster Recovery Cadre, supporting FEMA Public Assistance and other disaster recovery programs nationwide. You'll develop accurate, defensible cost estimates for infrastructure restoration, emergency work, and permanent work projects, collaborating with engineers, architects, and program staff.

This on-call, hybrid role offers field, remote, or office-based assignments and may require travel to disaster sites as needed.

Qualifications

• 2+ years in construction estimating or related field.
• Experience developing conceptual to detailed cost estimates for infrastructure or facilities.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices, project scopes, and inspections.
• Ability to work with multidisciplinary teams.
• Strong written and verbal communication skills.
• Proficiency with Microsoft Office (Excel, Word, Outlook, Teams).
• Willingness to travel for field assignments.
• Valid driver's license.

Responsibilities

• Prepare conceptual, parametric, and detailed bottom-up cost estimates for disaster recovery projects.
• Develop labor, equipment, materials, subcontractor, and general conditions estimates.
• Estimate costs for roads, bridges, utilities, buildings, drainage, parks, and other public infrastructure.
• Support FEMA Cost Estimating Format analyses when required.
• Produce clear, defensible estimate documentation for audits and program reviews.
• Support project teams with cost validation and reasonableness determinations.
