Job summary

Tetra Tech is seeking an experienced Cost Estimator to support FEMA Public Assistance and other disaster recovery programs. You will develop accurate cost estimates for infrastructure restoration, emergency work, and permanent work projects, evaluating damaged facilities and supporting eligibility determinations.

This on-call, as-needed cadre position may be remote, field-based, or hybrid depending on client needs and project requirements, with travel as needed.

Qualifications

• Minimum of 2 years of professional experience in estimating, design, or related field.
• Experience developing conceptual, parametric, and detailed cost estimates.
• Experience estimating labor, equipment, material, and construction costs.
• Familiar with modern construction practices and project scopes.
• Strong communication and collaboration within multidisciplinary teams.

Responsibilities

• Support FEMA Public Assistance and other disaster recovery programs through scoping and estimating.
• Perform site inspections to understand damages and restoration needs.
• Develop and validate project scopes, quantities, and unit costs.
• Prepare cost estimates for roads, bridges, utilities, buildings, and drainage.
• Produce clear, defensible estimate documentation for audits/reviews.
• Collaborate with engineers, architects, contractors, and program staff.
