Job summary

Tetra Tech is seeking an experienced Cost Estimator to support FEMA Public Assistance and disaster recovery programs. You will develop and validate cost estimates for infrastructure restoration, emergency, and permanent work, evaluating damaged facilities and assisting with eligibility determinations.

This on-call role may be remote, field-based, or hybrid. Candidates should have 2+ years of experience, strong analytical skills, and travel ability to support projects across the United States.

Qualifications

• Minimum of 2 years of professional experience in construction estimating or related field.
• Experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facility projects.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices and project scope development.
• Strong written and verbal communication skills.

Responsibilities

• Support FEMA Public Assistance and other disaster recovery programs with scoping, damage assessment, and cost estimating.
• Prepare and validate cost estimates for infrastructure restoration, emergency work, and permanent work.
• Review plans, proposals, and cost documentation for compliance and reasonableness.
• Coordinate with multidisciplinary teams to define eligible work and project requirements.
• Maintain clear, defendable documentation suitable for audits and program reviews.
