Job summary

The Maryland Department of Housing and Community Development (DHCD) invites applications for a full‑time Deputy Director for Special Populations to lead disability housing programs within the Multifamily Housing Unit. The role focuses on policy development, program oversight, and collaboration to expand affordable rental housing.

Qualifications

• Bachelor's degree from an accredited college or university.
• At least four years of professional experience in rental and assisted housing or development with a demonstrated record of analyzing risks and negotiating complex real estate transactions; two years of supervisory experience.
• Notes: additional experience may substitute for education; graduate hours may substitute for experience.

Responsibilities

• Oversee specialized rental assistance programs (Section 811 PRA, MFP Bridge Subsidy, Statewide Voucher, Weinberg Deeply Affordable Initiative, New Futures Bridge Subsidy).
• Manage program utilization and oversight, conduct research, prepare reports, and briefings on affordable rental housing and rental assistance.
• Collaborate with state, local, and federal officials, owners, management companies, developers, energy professionals, and housing and disability advocacy groups.
