Job summary

Maryland Department of Housing and Community Development (DHCD) is seeking a Program Manager Senior II, Director, Multifamily Asset Management in the Division of Credit Assurance (DCA). The MF Director oversees asset management for a growing portfolio of multifamily housing loans and supervises a dedicated team to monitor loan performance, compliance, and risk.

Qualifications

• Bachelor’s degree from an accredited college or university.
• At least four years of experience in underwriting, credit analysis, servicing, compliance, asset management or risk mitigation at a state/federal housing agency or lending institution.
• At least two years in a management, supervisory, or leadership role.
• Education/experience may be substituted on a year-for-year basis with additional relevant experience.

Responsibilities

• Oversee the MF Asset Management team monitoring the physical and financial condition of multi‑family projects.
• Lead compliance reviews, risk analyses, and strategies for loan workout or disposition.
• Direct asset management transactions, loan enforcement, and oversight of third‑party loan servicers.
• Support the DCA Director and Deputy Director in overall divisional administration.
