Job summary

The City of New York, HPD, seeks a Director of the TCHM within the Division of Asset Management to oversee compliance monitoring for TC and HOME-funded properties. You will supervise a team, ensure adherence to program rules, and coordinate with internal partners to maintain affordable housing commitments.

You will work directly with property owners and managers, oversee data systems, and lead efforts to improve processes while ensuring timely, accurate compliance reporting and collaboration

Qualifications

• A baccalaureate degree with four years of progressively responsible administrative experience requiring independent decision-making concerning program management or planning, allocation of resources, and scheduling of work; 18 months in supervisory capacity.
• An associate degree or 60 semester credits with five years of progressively responsible experience as described in the first clause, including 18 months in supervisory capacity.
• A four-year high school diploma or equivalent with six years of progressively responsible experience as described in the first clause, including 18 months in supervisory capacity.
• Education or experience equivalent to the above with the required 18 months of supervisory experience.

Responsibilities

• Directly manage a team of approximately thirteen in monitoring the TCHM portfolio.
• Provide leadership to shape day-to-day and long-term work of TCHM.
• Proactively identify areas for process improvement.
• Communicate with Asset Management Unit and Office of Development on compliance performance.
• Address compliance issues with TC and HOME rules with property owners and managers.
• Master federal rules and HPD policies governing TC and HOME programs; ensure timely, compliant work.
• Oversee the Access data system used for tracking and reporting on compliance issues.
