Job summary

City of New York’s HPD seeks a Director of Project-Based Contracts to lead a team responsible for financially sustaining thousands of affordable homes. You will oversee awards, manage PBV and NYC 15/15 portfolios, and partner with HAS, Development, Asset Management, Legal, Tech, and property managers to ensure timely delivery and compliant contracts.

You will shape policies, monitor performance, and drive improvements across a complex portfolio, contributing to housing stability for New Yorkers.

Qualifications

• Master's degree in economics, finance, accounting, business or public administration and two years of professional experience in budget/financial administration or related areas.
• Bachelor's degree with four years of professional experience in budget/financial administration or related areas, including 18 months in supervisory capacity.
• High school diploma with eight years of related experience and 18 months in supervisory role may be considered under the 55a program.

Responsibilities

• Shape HPD’s project-based rental assistance strategy and allocate resources.
• Lead funding opportunities and manage competitive selection processes for PBV and NYC 15/15 programs.
• Oversee the end-to-end award process through contract execution and renewal.
• Strengthen contract performance with sponsors and handle amendments and renewals.
• Translate evolving federal, state, and local regulations into practical procedures.
• Use performance dashboards and data to drive decisions and improvements.
• Build and develop a high-performing team with clear goals and feedback.
• Collaborate across HPD, City agencies, developers and partners to move projects forward.
