Job summary

Harris County Domestic Violence Coordinating Council seeks a Director of Systems Capacity Building to lead a portfolio enhancing access to safety, shelter, and housing for survivors. The role oversees Domestic Violence Coordinated Access, a countywide data dashboard, and a hotel demonstration project, coordinating with staff and partners.

Qualifications

• Bachelor’s degree in social work, public administration, public health, nonprofit management, or related field.
• At least five years of progressively responsible experience in domestic violence services, housing or homelessness response, public-sector collaboration, or related community systems work.
• Experience supervising staff or contractors and managing grant deliverables, budgets, and partnerships.

Responsibilities

• Lead the capacity building portfolio with an integrated work plan linking objectives, activities, staff, budgets, milestones, and reporting deadlines.
• Supervise staff and contractors, clarify decision authority, provide coaching, and address workload concerns.
• Direct Domestic Violence Coordinated Access and housing referrals, ensuring survivor-centered practices and language/disability access considerations.
• Develop the countywide data dashboard, define measures, manage vendors, and ensure data privacy and public reporting.
• Strengthen shelter coordination and test hotel demonstration with partners, monitor performance and outcomes.
• Monitor spending and deliverables, prepare reports, ensure compliance with grants and internal controls.
