Harris County Domestic Violence Coordinating Council
Reports to: Executive Director
Schedule: Proposed full time
Supervises: Assigned project staff and contractors; final assignments to be established
The Director of Systems Capacity Building leads HCDVCC’s capacity-building grant and a connected portfolio designed to improve access to safety, shelter, and housing for survivors of domestic violence across Harris County. The director leads Domestic Violence Coordinated Access, development of a countywide data dashboard, coordination among shelter systems, and a hotel demonstration project responding to high shelter turnaway.
This position turns shared priorities into practical workflows, accountable partnerships, and measurable improvements. The director supervises assigned staff and contractors, manages implementation and deliverables, and brings decisions and resource needs to the Executive Director. The role requires both collaborative systems leadership and disciplined project management.
Develop and maintain an integrated work plan linking grant objectives, project activities, responsible staff, budgets, milestones, and reporting deadlines. Sequence activities to match available staffing and resources.
Supervise assigned employees and contractors, clarify decision authority, provide coaching, and address performance and workload concerns. Identify staffing gaps and recommend adjustments before commitments exceed capacity.
Convene partners, document agreements and decisions, resolve implementation barriers, and maintain clear follow-through. Coordinate scopes of work, project procedures, and partner responsibilities with appropriate internal review.
Lead day-to-day program accountability for Domestic Violence Coordinated Access, including assessment practices, partner participation, referral flow, prioritization procedures, and connections to housing resources.
Support consistent, survivor-centered practices; coordinate training and technical assistance for participating staff and agencies; and address barriers affecting language access, disability access, and underserved survivors.
Track timeliness, referral completion, and housing connections. Use staff and survivor feedback to improve workflows and reduce unnecessary repetition or burden.
Work with partners to define useful measures, common definitions, data sources, reporting schedules, and quality checks. Manage technical vendors or analysts as assigned.
Establish proposed data-sharing and access procedures with appropriate privacy, legal, and compliance review. Use aggregate or de-identified information for public reporting and protect survivor information.
Translate findings into clear operational recommendations and decision tools. Ensure dashboard products explain data limitations and support action.
Facilitate shared shelter processes that improve visibility of capacity, referral coordination, and timely access while respecting each provider’s authority and survivor choice.
Identify avoidable service barriers and develop practical improvements with shelter and housing partners. Establish escalation routes for placement problems and unmet needs.
Design and implement the hotel demonstration with approved partners, including eligibility, placement, safety planning, accessibility, transportation, advocacy, costs, length-of-stay procedures, and pathways to stable housing.
Monitor hotel placements and partner performance, respond to implementation problems, and evaluate safety, access, participant experience, costs, and housing outcomes to inform future decisions.
Monitor program spending and deliverables with Finance; prepare accurate program reports and maintain supporting records. Work with Grants Compliance on requirements, monitoring, and corrective action while retaining responsibility for implementation.
Coordinate with the Senior Director of Policy and Systems Change on recurring barriers and policy recommendations. Collaborate with the Criminal Justice Program Director and DVHRT on survivor access and safe referrals; these relationships do not create additional supervisory authority.
Coordinate with housing, innovative services, training, and community engagement leaders. Provide timely project content and findings to the external communications lead for approved public messaging.
Provide the Executive Director a concise monthly report on milestones, outcomes, staffing capacity, risks, and decisions needed. Elevate significant barriers promptly and recommend workable solutions.
Establish baselines, numeric targets, and reporting schedules with the Executive Director and funders. Assess performance through:
Grant milestones completed on time, accurate reporting, and timely resolution of monitoring issues.
Coordinated Access timeliness, completed referrals, partner participation, housing connections, and survivor experience.
Dashboard adoption, partner reporting completeness, data quality, and documented use of findings to improve decisions.
Shelter coordination improvements, hotel placement timeliness, unmet placement needs, participant safety and experience, housing exits, and cost per placement.
Clear staff responsibilities, manageable workloads, and documented follow-through on partner commitments.
