About The Role:

The Director of the Project Management Office (PMO) is a strategic role within the Executive Office of Energy and Environmental Affairs (EOEEA). This individual brings an information technology perspective while leading with a citizen-first mindset, aligned with the priorities of each of the unique secretariat agencies. The PMO Director will have the opportunity to manage a talented team of project management supervisors, project managers, and other portfolio and program leads. The PMO Director will be empowered to shape the team, assign resources to short and long-term goals, prioritize mission critical initiatives in a highly dynamic environment, monitor and report on project capability to the executive staff, and lead transformational change in partnership with the Executive Office of Technology Service and Security (EOTSS).

The primary work location for this role will be 100 Cambridge Street, Boston, Massachusetts 02114. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Responsibilities:

  • Oversees and directs the development of PMO projects, sets team expectations and ensures team members stay on task, ensures each project meets standards and policy guidelines, and drives the team for on time delivery and expected results. Evaluates the management of a project and identifies the areas (Business Case, Financial Model, ROI, Scope, Staff, Resource, Schedule, Risk, Finance, etc.) that either require additional definition or are not being sufficiently managed. Assists in defining agency and technology requirements for prioritized projects as needed.
  • Oversees the IT Capital program for EEA. Makes agencies aware of opportunities to submit for capital funding, orchestrates major capital submissions, responds to the IT Investment Advisory Board (IIAB) for information and updates on capital projects, gathers and submits financial data for quarterly and annual reports, and advises the CIO on opportunities and risks associated with capital-funded projects.
  • Manages and develops materials for dissemination throughout the Secretariat via various communication methods (i.e., print, email, SharePoint, etc.), provides key reports and data analytics regarding project updates, organizes internal and external team meetings to define roles, direct roadmap items, and encourage a collaborative and supportive team environment.
  • Designs, develops, trains, and mentors IT and non-IT staff on project management methodology, policy/standards, risk management, communication, and requirements.
  • Establishes an exceptional relationship across IT verticals for seamless interaction between application development, application infrastructure, client services, technical services, network/telecom, information security, data, and business management teams.
  • Evaluates the existing project intake process and makes adjustments as needed to prioritize what matters most to the EEA agencies, our citizens and services offered within the Commonwealth. Regularly reviews and evaluates opportunities to improve the project management best practices.
  • Other duties, as assigned.

Preferred Qualifications:

  • At least six to eight (6-8) years of project management experience, with three to five (3-5) years of team supervision.
  • Exceptional communication and presentation skills.
  • Proven experience partnering with and presenting to senior leaders.
  • Ability to foster collaboration and strategic alignment in a matrixed organization.
  • Expertise in building strong internal and client relationships.
  • Proven track record of delivering large-scale software implementations on time and within budget.
  • Demonstrated application of PMI or other recognized project management standards.
  • Ability to establish impactful project management practices and tools.
  • Proficiency in MS Office Suite (Word, PowerPoint, Excel, Teams).
  • Familiarity with project management tools (Jira, Smartsheet).

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
