Job summary

The City of Cleveland seeks a Director of Staff Relations and Development to lead professional HR services and talent development. The role focuses on recruiting, onboarding, training, conflict management, and performance evaluations within a collaborative city council environment.

The incumbent will design and execute staff development strategies, promote equitable workplace practices, and work with law and HR departments to ensure compliance with local, state, and federal employment laws.

Qualifications

• Bachelor’s degree in human resources management, organizational/leadership development, business, or related field.
• At least ten years as a human resources/talent leader in public, private, or nonprofit sectors, with experience in fast-paced, government or high-profile settings.
• Experience implementing HR programs for diverse workforce settings and commitment to workplace development.
• Exceptional interpersonal, teamwork, and collaboration skills.
• Excellent written and verbal communication skills.
• Strong organizational skills and attention to detail.
• Preferred certifications from HR/coaching organizations and related leadership/HR certifications.

Responsibilities

• Work with Council leadership to recruit and onboard employees.
• Coordinate training and professional development opportunities.
• Support staff development and succession planning.
• Manage conflict resolution and evaluate staff performance.
• Create and maintain HR documentation and policies.
• Develop and implement fellowship and internship programs for public service across disciplines.
• Promote benefits awareness in partnership with City Administration.
• Provide coaching to staff as needed.
• Address staff issues and opportunities, including after-hours support when required.
