Job summary

BBSI is seeking a Director of Operations & Administration to lead day-to-day service delivery across multi-region operations, oversee administrative functions, billing, compliance, and reporting, and partner with the CEO on strategic expansion.

The ideal candidate has 7+ years in operations leadership, experience with California Regional Center-funded or similar publicly funded human services, and the ability to turn goals into measurable results; travel between regions is required.

Qualifications

• Bachelor's degree required in business or related field; equivalent senior-level experience may be considered.
• 7+ years of progressive operations leadership experience including supervising managers/directors.
• Experience in California Regional Center-funded or comparable publicly funded human services.
• Strong knowledge of billing, authorizations, service-hour management and compliance.
• Experience with external audits, licensing reviews, or QA reviews.
• Ability to analyze operational data and produce executive reports.
• Valid California driver's license, travel between regions; CPR/First Aid and background clearance.

Responsibilities

• Lead, coach, and hold Regional Services Directors accountable for performance.
• Oversee multi-region service delivery, staffing, documentation, and quality.
• Monitor service hours against targets; identify gaps; implement corrective action.
• Develop executive dashboards and monthly reporting on delivery, staffing, billing, compliance, incidents and quality.
• Oversee Regional Center billing, invoicing, authorizations, and renewals.
• Maintain timekeeping integrity and EVV compliance.
• Oversee systems, facilities, admin staff, and vendor relationships.
• Maintain audit readiness per Title 17, Regional Center and DDS requirements.
• Lead responses to audits, QA reviews, and corrective action plans.
• Partner with HR on training, credentialing, onboarding/offboarding, safety.
• Project-manage vendorization, new programs, and expansion.
• Develop scalable operating procedures across programs and regions.
• Provide trusted operational partnership to CEO; identify risks and drive execution.
