Job summary

Tri Star Engineering, Inc. is seeking a Director of Proposals to lead and manage the full lifecycle of proposal development for federal contracting opportunities.

This remote position may require occasional travel to Bloomington, IN. You will recruit and develop a high-performing team of proposal managers, graphic designers, and writers, align proposals with capture plans, and drive win strategies and continuous process improvements.

Qualifications

• Bachelor's degree in business or communications or equivalent experience.
• 10+ years of federal proposal development.
• 5+ years in a leadership role managing proposal teams.
• Deep understanding of FAR/DFARS and government procurement processes.
• U.S. citizenship and ability to obtain secret clearance.

Responsibilities

• Lead planning, scheduling, and execution of compliant, compelling proposals for DoD.
• Oversee color team reviews, proposal outlines, and compliance matrices.
• Verify adherence to internal processes and external solicitation requirements (RFPs/ RFQs/ BAAs).
• Integrate competitive and market intelligence into proposal strategy.
• Collaborate with capture managers to refine win themes and discriminators.
• Evaluate lessons learned and competitor feedback to improve future submissions.
• Maintain and enhance the corporate proposal knowledge base and boilerplate content.
• Lead training and development for BD and proposal staff.
• Develops and implements departmental budget.
