Director of Operations & Housing Initiatives

Founded in 1997, the College Park City-University Partnership is a nonprofit local development corporation funded by the City of College Park and the University of Maryland. Our mission is to support the economic welfare of the city and university through community development, transportation, education, and housing programs. We aim to make College Park a more thriving, equitable, and sustainable place for all.

In 2022, the Partnership launched the Community Preservation Trust, a certified Maryland Affordable Housing Land Trust. The Trust provides permanently affordable homeownership opportunities for income-eligible individuals and families who wish to live in College Park, offering a shared-equity homeownership model to address rising housing costs.

Position Title: Director of Operations and Housing Initiatives

The College Park City-University Partnership is seeking a strategic, mission-oriented leader to serve as the Director of Housing Initiatives and Operations. This senior-level position reports directly to the Executive Director and plays a dual role: leading the implementation of the Community Preservation Trust and managing the organization’s finances, grants, and operations. The ideal candidate will bring experience in affordable housing, real estate transactions, nonprofit financial management, and community collaboration.

Key Responsibilities:

  • Real Estate Oversight: Manage acquisition, stewardship, and resale of single-family homes and multi-family rental properties within the Community Preservation Trust (a certified Maryland Affordable Housing Land Trust).
  • Community and Stakeholder Engagement: Represent the Trust publicly; build trusted relationships with residents, public officials, funders, media, and partner organizations. Educate the public and stakeholders about the Trust’s mission.
  • Fundraising and Development: Lead efforts to secure funding for Trust operations and development. Write and submit grant proposals; build relationships with public and private funders.
  • Financial Accountability: Maintain accurate records of Trust assets and transactions. Ensure compliance with legal and grantor requirements, support audits, and uphold the principles of the land trust resale model.

Organizational Operations and Financial Management:

  • Budgeting and Financial Oversight: Collaborate with the Executive Director and external financial professionals to prepare and monitor budgets, manage capital grants, and maintain transparent financial operations.
  • Operations Management: Manage daily administrative and operational functions, ensuring compliance with all relevant laws and regulations. Develop and implement internal policies and procedures.
  • Strategic Planning and Reporting: Support long-term organizational planning and performance tracking. Prepare reports for the Board of Directors.
  • Grant Management: Oversee grant budgeting, compliance, and reporting across the organization.
  • Board and Stakeholder Support: Prepare materials for board meetings and maintain effective communication with stakeholders, funders, and partners.

Desired Qualifications:

Education:

  • Bachelor’s degree in Business Administration, Nonprofit Management, Finance, Urban Planning, or a related field (Master’s preferred).

Leadership:

  • Leadership experience in nonprofit, public sector, or community development settings.
  • Experience in residential or commercial real estate and affordable housing initiatives.
  • Experience in financial oversight, budgeting, and grant management.

Skills:

  • Strategic leadership and organizational development.
  • Proficiency in real estate transactions and affordable housing models.
  • Strong financial literacy and experience with tools like QuickBooks.
  • Understanding of nonprofit governance and compliance.
  • Excellent communication and relationship-building abilities.
  • Fundraising and development experience is a plus.

Location & Work Schedule:

  • Full time position, with occasional evening and weekend work.
  • The Partnership has a flexible hybrid work schedule. Candidates must be able to work in person in College Park, MD at least 3 days per week, currently Monday – Wednesday, with flexibility on other days.

Compensation:

The salary range for this position is $115,000 to $140,000, commensurate with experience and qualifications. A higher range may be considered for candidates with significant expertise in both affordable housing development and nonprofit financial leadership. The Partnership offers a competitive benefits package with vacation, sick and holiday leave, medical, dental and vision insurance, and 401(k).
