Position Overview

The Director of Civil Engineering serves as the senior leader responsible for planning, executing, and sustaining large-scale infrastructure investments across a multi-site port and transportation system. This role oversees engineering, design, and construction functions to ensure critical assets are delivered safely, efficiently, and in alignment with long-term organizational objectives. The position plays a key role in modernizing infrastructure, supporting operational performance, and enabling future growth.

Key Responsibilities
  • Direct the development and execution of capital infrastructure projects including marine structures, terminals, warehouses, rail and roadway improvements, utilities, and dredging initiatives.
  • Provide leadership to internal engineering resources while managing external consultants, designers, and construction partners.
  • Establish project scopes, schedules, budgets, and cost controls; monitor progress to ensure successful project outcomes.
  • Lead infrastructure assessments, asset management programs, and long‑range maintenance planning.
  • Ensure compliance with applicable federal, state, and local regulations governing engineering, construction, and environmental requirements.
  • Support grant‑funded and externally financed infrastructure programs, including technical documentation and project coordination.
  • Collaborate with operations, tenants, rail partners, utilities, and government stakeholders to align infrastructure projects with operational needs.
  • Present technical analyses, recommendations, and project updates to executive leadership and governing bodies.
Qualifications
  • Bachelor’s degree in Engineering required; advanced degree preferred.
  • Active Professional Engineer (PE) license required.
  • Minimum of 10 years of progressive experience in civil, marine, transportation, or heavy infrastructure engineering.
  • Demonstrated experience leading complex capital projects and multidisciplinary teams.
  • Background in port, maritime, industrial, or multimodal transportation facilities strongly preferred.
  • Proven ability to communicate effectively with executive leadership, public‑sector stakeholders, and non‑technical audiences.

This role includes a mix of office‑based and on‑site responsibilities at active industrial and transportation facilities. Statewide travel is required, along with occasional availability outside standard business hours to support project or operational needs.
