Job summary

Hayward Unified School District is recruiting a Director to lead the FMOT and voter-approved bond programs, providing strategic direction, governance, and independent oversight of consultants and budgets. This role ensures District-wide alignment with master plans, procurement, and regulatory requirements while supervising staff and coordinating with executive leadership.

Qualifications

• Bachelor's degree in construction management, architecture, engineering, facilities management, public administration, business administration, or closely related field.
• Seven years of progressively responsible experience in public works administration including facilities planning, capital program management, school construction, maintenance and operations, and transportation.
• Five years in a senior management capacity with budget, staff supervision, contract management, and major program leadership.
• Desirable experience overseeing voter-authorized general obligation bond programs, CBOC support, and bond audits.
• Public sectorCalifornia K-12 district/public agency experience with DSA, OPSC funding, and Merit System labor relations is desirable.

Responsibilities

• Lead District-wide FMOT and bond management programs with strategic alignment to District goals.
• Develop policies, regulations, and operating standards for facilities planning, construction, and transportation.
• Provide independent analyses and briefings to senior leadership and Governing Board; prepare financial reconciliations and updates.
• Represent the District with agencies, utilities, legal counsel, and community partners.
• Monitor budgets, cash flow, and cost-to-complete forecasts in coordination with Fiscal Services.
• Coordinate with Citizens' Bond Oversight Committee (CBOC) and oversee audits and management responses.
• Supervise personnel and ensure compliance with labor relations and merit system rules.
