Job description

THIS JOB DESCRIPTION IS UNDER REVIEW AND WILL BE PRESENTED TO THE PERSONNEL COMMISSION ON OCTOBER 21, 2026.

Under the direction of the Assistant Superintendent, Business Services, serves as the District's primary internal day-to-day lead and Owner's Representative for voter-authorized bond and capital improvement programs, while providing leadership, strategic direction, and operational integration over Facilities, Maintenance, Operations, and Transportation (FMOT). The position provides District-side leadership, oversight, and fiduciary accountability for contracted bond program management, project management, construction management, and related professional services; directs and evaluates contracted consultants to ensure project alignment with Board-authorized scopes, approved budgets, master schedules, District standards, and statutory requirements; maintains District control of capital decisions, records, systems, and institutional knowledge; and provides independent, objective analysis and recommendations to executive leadership. In addition, the Director exercises general administrative leadership over departmental operations, facilities planning, real property, fiscal administration, risk management, and labor relations, and supervises assigned management, supervisory, and classified personnel.

DISTINGUISHING CHARACTERISTICS

This senior classified management position possesses District-wide responsibility for leadership, fiduciary stewardship, policy formulation, and long-range capital planning. The incumbent is the primary internal Owner's Representative for voter-authorized general obligation bond programs, oversight of external management consultants, formal liaison duties to the Citizens' Bond Oversight Committee (CBOC), independent bond audit defense, and required institutional readiness to assume direct day-to-day bond leadership if consultant services terminate. The classification is distinguished from subordinate management classifications, specifically the Coordinator of Operations and Emergency Preparedness and the Coordinator of Transportation, by its focus on District-wide strategic leadership, capital planning, policy development, budget allocation, executive recommendations, and external consultant oversight. Routine operational scheduling, daily work-order dispatching, site-level custodial/grounds supervision, driver training, fleet maintenance logs, and field safety inspections are delegated to assigned subordinate coordinators and supervisors.

RELATIONSHIP TO CONTRACTED BOND PROGRAM / PROJECT MANAGEMENT CONSULTANT

The contracted bond program/project management consultant performs professional project management, controls, and construction coordination as defined in its District agreement. The Director acts as the knowledgeable District client and Owner's Representative without duplicating contracted consultant services while those services are active:

  • Communicates District priorities, approval pathways, and decision timelines; verifies that consultants fulfill contracted scope and required service levels.
  • Critically reviews consultant deliverables; including master schedules, cost-to-complete forecasts, cash-flow projections, risk logs, payment applications, change orders, and closeout packages; requiring supporting documentation and risk analysis before forwarding recommendations to executive leadership.
  • Monitors consultant performance against contractual staffing commitments, metrics, and schedules; documents performance concerns and enforces corrective action plans within delegated authority.
  • Maintains District ownership and independent access to capital records, project control systems, financial data, and correspondence, ensuring institutional knowledge remains with the District.
  • Maintains operational readiness to assume direct day-to-day management of the bond program if contracted services expire, are terminated, or become unavailable. In such events, assumes direct leadership over project controls, consultants, contractors, and agency coordination until replacement management is established.
