Position: Deputy Program Manager (IOSS)

Bowhead seeks a Deputy Program Manager to support the upcoming Industrial Operation Support Services (IOSS) effort for NUWC at the warfare center in Keyport, WA. The Deputy will work directly with the Program Manager and stakeholders to coordinate multiple initiatives and manage operational aspects, including program execution, growth, and risk management.

Responsibilities

• Assist the Program Manager with contract facets, including P&L, budget, schedules, and personnel management.
• Coordinate project plans, milestones, and budgets; develop approaches; allocate resources.
• Review staff work, oversee tasks, and prepare performance reports.
• Act as primary customer contact, lead review sessions, evaluate requirements, and organize resources.
• Establish milestones, monitor adherence to plans, and resolve program issues.
• Direct technical and support personnel, ensuring quality and timeliness.
• Ensure contractor personnel training.
• Serve as main Point of Contact (POC) for contractor personnel.

Qualifications

• Bachelor’s Degree with 8-10 years of relevant experience.
• Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Life Cycle Logistics preferred.
• Experience supervising employees (8+ years).
• Strong communication, leadership, logistics, team management, and risk management skills.
• Ability to multi-task, manage priorities, and work independently.
• Effective communication with all levels and outside contacts.
• Interpersonal skills and good judgment.

Physical Demands

• Lift 10-15 pounds occasionally.
• Stand and walk for prolonged periods.
• Twist, bend, and squat periodically.

Security Clearance

Must maintain a Secret clearance; US Citizenship required.
