Job summary

The City of New York seeks a Deputy Director for Investigations and Compliance within Citywide Equity and Inclusion (CEI). The role reports to the Executive Director and provides oversight to multiple agencies on investigations and compliance matters.

Qualified candidates will have New York Bar admission with 4+ years of relevant experience, strong EEO law knowledge, and supervisory capabilities to manage attorneys and staff effectively. This is a high-impact public service leadership position.

Qualifications

• Admitted to the New York State Bar; 4 years of relevant legal experience post-admission; 18 months in supervision.
• Strong knowledge of federal, state, and local EEO laws and civil rights statutes.
• Experience supervising attorneys, interns, and support staff in a regulatory setting.

Responsibilities

• Manage intake of EEO complaints and determine jurisdiction and next steps.
• Oversee third-party investigations into discrimination and harassment.
• Coordinate investigations and assign to attorneys with guidance on strategy.
• Ensure investigations are thorough, timely, and aligned with policy.
• Draft clear investigative reports with well-supported findings.
• Advise agency EEO personnel on policy interpretation and accommodations.
• Develop and implement investigative procedures and agency strategies.
• Review closed files to harmonize EEO policy application across agencies.
• Analyze citywide trends and provide guidance on workforce culture shifts.
• Formulate enforcement strategies in response to new laws and executive orders.
• Contribute to training content for EEO professionals and staff.
