Job summary

The City of New York’s Department of Health and Mental Hygiene seeks an accomplished attorney to serve as Director of Equal Employment Opportunity (EEO). The role entails leading the EEO program, overseeing investigations, policy development, and compliance across a large agency.

The Director will partner with HR, Labor Relations, and General Counsel to promote equitable employment practices and a respectful workplace.

Qualifications

• Ten years or more of relevant legal experience, with at least three years in a supervisory capacity.
• Extensive knowledge of federal, state, and local EEO laws and workplace compliance requirements.
• Significant leadership experience overseeing EEO programs, investigations, and compliance functions.
• Experience advising executive leadership on complex legal and regulatory matters.

Responsibilities

• Direct the Department's EEO program and set strategic priorities.
• Oversee compliance with EEO laws and city policies; develop policies and corrective measures.
• Oversee EEO investigations and review findings; make determinations.
• Manage reasonable accommodations processes and ensure regulatory compliance.
• Coordinate with external agencies and legal counsel on investigations and litigation.
• Advance workplace equity initiatives and support Employee Resource Groups (ERGs).
• Direct EEO training and education initiatives for staff and management.
• Provide guidance to senior leadership on complex employment matters and regulatory requirements.
• Oversee reporting, audits, and compliance reviews and maintain logs of investigations.

Education

Juris Doctor (JD) or equivalent
