Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Program Analyst for Deployable Communications and Information Systems (DCIS) to provide onsite support in Norfolk, VA.

The role requires coordinating with the DCIS program director, reviewing reports, tracking milestones, and applying quality and risk management practices in a NATO context. Candidates should have a Bachelor's in a related field, 5+ years in project management, and active clearance; travel up to 30 days per year is expected.

Qualifications

• Bachelor's degree required; MSP/PRINCE2/PMI certification preferred.
• 5+ years of project management experience in communications or information systems.
• 3+ years of risk and issue management in a complex program.
• 3+ years of change management in capability programs.
• 3+ years of qualitative and quantitative quality reviews and audits.
• 2+ years capturing Operational Lessons Identified and identifying capability gaps.
• 3+ years in deployable CIS/Signals SME role.
• 3+ years NATO or multinational military environment experience.
• Active NATO or National Secret clearance.
• Onsite work required.

Responsibilities

• Support the DCIS program by addressing program issues and changes per established processes and guidance.
• Review Joint Staff Reports and project specifications for clarity, accuracy, and content; conduct quality reviews and audits.
• Identify and track program risks; maintain risk logs and periodic risk assessments.
• Communicate timely, well-analyzed information to stakeholders and coordinate with DCIS contractors and capability teams; travel up to 30 days per year.
