Responsibilities

  • Provide technical expertise to the DCIS Program Director on emerging technologies and modernization.
  • Perform capability gap analyses and develop modernization recommendations.
  • Assess integration of new technologies into DCIS architectures and ensure interoperability.
  • Produce technical evaluation reports and briefings; support OpTEval.
  • Travel up to 30 days per year as required.

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Deployable Communications and Information Systems (DCIS) Future Technologies SME to provide onsite support out of Norfolk, VA.

Responsibilities

The candidate will provide technical expertise and advisory support to the DCIS Program Director (PD), with a focus on emerging technologies and the future development and modernization of Deployable Communications and Information Systems (DCIS). Conduct technical assessments of current NATO DCIS capabilities, perform capability gap analyses, develop technical recommendations for modernization initiatives, and participate in DCIS architecture reviews. Support strategic capability development planning and evaluate commercial and government-developed technologies for their potential application within operationally deployed DCIS environments. Assess the integration of emerging technologies into existing DCIS architectures, including interoperability with legacy systems, Next Generation DCIS, NATO Federated Mission Networking (FMN), Mission Networks, and Enterprise CIS. Produce technical evaluation reports and briefings, support operational testing and evaluation (OpTEval), review post-exercise findings to identify and assess capability gaps, and recommend appropriate corrective actions. Conduct technical risk assessments, identify potential vulnerabilities, recommend mitigation strategies, and provide technical support for DCIS workshops, meetings, and the development of program management products.

Communicate timely, well-analyzed, and clearly presented technical information to stakeholders while implementing best practices that enhance institutional and C3 Enterprise knowledge and information management. Support the DCIS Program Director and collaborate with other DCIS contractors, capability teams, and stakeholders as mission requirements dictate. The candidate may be required to travel to meetings and workshops for up to 30 days per year.

Qualifications
Required
  • Bachelor's degree in Computer Science, Information Technology, Computer Engineering, Electrical Engineering, Telecommunications, or an equivalent or closely related discipline; substantial relevant experience may be considered in lieu of the degree when accompanied by MSP, PRINCE2, or PMI certification.
  • 3+ years of experience supporting enterprise or tactical Communications and Information Systems (CIS).
  • 3+ years of demonstrated expertise in one or more of the following areas: cloud computing, network automation, enterprise networking, tactical networking, routing and switching, or virtualization.
  • Demonstrated experience supporting one or more of the following areas: satellite communications, cybersecurity, Zero Trust, or AI-enabled network management.
  • Demonstrated experience working in a deployable CIS, Signals, or closely related capacity in a Subject Matter Expert (SME) role.
  • 3+ years of experience supporting capability development of CIS or related systems.
  • 3+ years of experience integrating emerging technologies.
  • 3+ years of demonstrated expertise performing technical analysis, documenting findings, and delivering technical briefings.
  • 3+ years of experience working in a NATO or multinational military environment.
  • Active NATO or National Secret clearance.
  • Valid NATO Nation passport with no travel restrictions to NATO nations.
  • Able to work fully onsite based on client needs.
Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $120,000.00/Yr. - USD $150,000.00/Yr.
