Qualifications

• 7+ years in workforce planning, labor modeling, program management or business development translating SOW into workforce plans.
• Background in manufacturing, defense, or government contracting environments.
• Track record of building headcount or labor models for new programs or capabilities.
• Experience in customer-facing or federal program work interpreting government SOW and presenting a workforce plan.
• Business mindset: understands what a deal entails for workforce commitments.
• Strong cross-functional communication to present workforce realities to leaders and partners.
• Comfort operating where the playbook is still being written.
• Bachelor's degree in Business, Engineering, Workforce Development, Public Policy or related field; advanced degree a plus.

Responsibilities

• Embed with sales and federal teams during program pursuit to scope workforce requirements before commitments are finalized.
• Read and interpret statements of work, contract terms, and program milestones, translating them into executable workforce plans.
• Identify labor, training, and certification obligations and surface risks and gaps before execution.
• Build labor models and headcount plans for new programs and capability expansions including Technician roles.
• Validate labor assumptions flow through to headcount outputs and program leadership.
• Design training and certification strategy for capabilities Hadrian has not run before, including NAVSEA and new NDT tracks.
• Map external certification and audit requirements into the training plan for built-in compliance.
• Own framework for building internally vs sourcing through partners, with default toward insourcing.
• Manage partnerships with community colleges, trade schools, universities, veterans programs, and high schools.
• Represent Hadrian in partner negotiations and hold partners to quality standards.
• Provide forward-looking inputs to scale the Workforce Development org ahead of demand.
• Maintain visibility of the workforce pipeline across all active and pursued programs.
