  • Serve as liaison between the company and local, state, and federal agencies regarding compliance documentation.
  • Represent the company during compliance inspections conducted by regulatory agencies and auditors.

Job description

This position is responsible for the implementation of the Disadvantage Business Enterprises (DBE) program and Civil Rights program, managing the certifications and the compliance of all the federal programs related to DBE and Civil Rights applicable to the airport. Responsible for ensuring that all the departments of the organization are in compliance with the regulatory requirements contained in the Airport Lease Agreement and other agreements. Responsible for monitoring and gathering all the internal information, to ensure its compliance with the established agreement.

Essential Functions:
  • Serve as liaison between the company and local, state, and federal agencies regarding compliance documentation related to the Lease Agreement, Airport Use Agreement, UCP, Title VI, and ADA programs to ensure accurate, timely, and consistent communication with regulatory agencies and maintain full contractual and regulatory compliance.
  • Represent the company during compliance inspections conducted by regulatory agencies and authorized auditors to protect the company's interests, demonstrate compliance, and respond effectively to regulatory findings.
  • Provide guidance and orientation to all departments on compliance requirements arising from the Lease Agreement and other applicable agreements to ensure organizational awareness, consistency, and adherence to all contractual and regulatory obligations.
  • Monitor and coordinate departmental compliance activities to track status, identify trends, and ensure ongoing alignment with regulatory requirements to maintain visibility over compliance efforts and proactively address gaps or systemic issues.
  • Identify compliance risks and vulnerabilities and coordinate with responsible departments to implement corrective action plans to mitigate regulatory, financial, and reputational risks before they escalatet into violations.
  • Ensure proper and timely reporting of actual or potential violations in accordance with the Lease Agreement and regulatory requirements to meet mandatory reporting obligations and maintain transparency with oversight agencies.
  • Evaluate and monitor the effectiveness of the Compliance Program and implement continuous improvements as needed to ensure the compliance framework remains effective, current, and responsive to regulatory changes.
  • Develop, implement, and monitor policies, procedures, rules, and guidelines for the DBE Unified Certification Program (UCP), Title VI, and ADA Section 504 programs to establish clear governance structures and ensure sustained compliance with civil rights regulations.
  • Manage, audit, and monitor compliance with all applicable federal DBE and Civil Rights regulations at the airport to ensure the airport consistently meets federal program requirements and avoids enforcement actions.
  • Analyze, compile, and distribute compliance documentation received from departments to applicable regulatory agencies and stakeholders to ensure accuracy, completeness, and timely submission of required compliance documentation.
  • Educate and advise airport employees and stakeholders on DBE program requirements, responsibilities, and best practices to promote understanding, accountability, and effective implementation of the DBE program.
  • Conduct onsite reviews of DBE applicants, determine eligibility, and approve or deny certification; monitor contractor compliance and good faith efforts, and promote the DBE program to contractors to ensure program integrity, equitable participation, and compliance with DBE regulations.
  • Review third-party contracts, purchase requisitions, and procurement activities for compliance; participate in pre-bid and proposal meetings; and collaborate with departments to set and monitor annual DBE goals to embed compliance into procurement processes and support achievement of established DBE objectives.
  • Support, oversee, and monitor the implementation and ongoing use of the Contract & Litigation software, including training, re-training, reporting, and preparation of presentations, correspondence, and participation in meetings to ensure accurate contract management, system adoption, and effective communication of compliance-related matters.
  • Executes any other duties assigned by the Supervisor.
