Job summary

Matatransit in Memphis seeks a Disadvantaged Business Enterprise Program Coordinator to administer the DBE program in accordance with 49 CFR Part 26 and FTA/DOT requirements. You will support contract compliance, data management, reporting, training, and outreach.

The role collaborates with Legal, Procurement, Finance, Planning & Logistics, and operations to ensure DBE goals are met, maintains records, prepares reports, and supports reviews and audits.

Qualifications

  • An associate degree in business or a related course of study is required.
  • A bachelor's degree is desirable.
  • At least three years of experience in compliance, procurement, contract administration, public administration, supplier/vendor relations, transportation, and grant administration.

  • Coordinates educational workshops for contractors, subcontractors, consultants, and businesses regarding the DBE Program.

JOB TITLE: Disadvantaged Business Enterprise Program Coordinator

DEPARTMENT: Legal (Compliance)

REPORTS TO: Senior Director of Compliance

PAYRATE: $85,00.00/annual

The Disadvantaged Business Enterprise (DBE) Program Coordinator supports the administration of the Memphis Area Transit Authority’s Disadvantaged Business Enterprise (DBE) Program in accordance with49 CFR Part 26 and other applicable Federal Transit Administration (FTA) and U.S. Department of Transportation (USDOT) requirements. The position assists with implementation of the DBE Program by supporting contract compliance activities, outreach, data management, reporting, training, public participation, contractor engagement, and program monitoring to help ensure compliance with federal grant requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Assists in administering MATA’s DBE Program in accordance with 49 CFR Part 26.
  2. Assists in implementing the approved DBE Program Plan and supporting associated policies and procedures.
  3. Conducts outreach activities to educate businesses regarding DBE certification opportunities and participation in federally assisted contracting opportunities.
  4. Serves as a point of contact for contractors, subcontractors, vendors, community organizations, and members of the public regarding the DBE Program.
  5. Assists with development and maintenance of DBE contract participation records.
  6. Monitors DBE commitments and reported participation on federally assisted contracts.
  7. Assists with collection and verification of subcontractor utilization information.
  8. Assists with monitoring contractor compliance with DBE commitments.
  9. Supports reviews of contractor documentation relating to commercially useful function and DBE participation.
  10. Assists with monitoring prompt payment compliance when applicable.
  11. Maintains official DBE files, certification documentation, contract records, outreach records, and supporting documentation in accordance with record retention requirements.
  12. Maintains electronic databases supporting DBE program administration.
  13. Prepares reports supporting internal management and Federal Transit Administration reporting requirements.
  14. Assists with preparation of DBE participation reports and other required program documentation.
  15. Coordinates educational workshops for contractors, subcontractors, consultants, and businesses regarding the DBE Program.
  16. Develops outreach materials supporting awareness of contracting opportunities and DBE certification resources.
  17. Coordinates participation in community outreach events, vendor fairs, procurement workshops, and industry meetings.
  18. Collaborates with Procurement, Legal, Finance, Planning & Logistics, and operating departments to support DBE compliance during procurements and contract administration.
  19. Assists with development of DBE program goals and supporting documentation.
  20. Supports preparation for FTA Triennial Reviews, Civil Rights Reviews, audits, and other oversight activities.
  21. Assists in responding to requests from FTA, TDOT, USDOT, auditors, and other oversight agencies.
  22. Maintains confidentiality of procurement, contractor, and program information.
  23. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Education:

An associate degree in business or a related course of study is required. A bachelor's degree isdesirable. Will consider an equivalent combination of work experience and education.

Other:
  1. At least three years of experience compliance, procurement, contract administration, public administration, supplier/vendor relations, transportation, and grant administration.
  2. The ability to communicate effectively, both orally and in writing, is critical. Should be comfortable working with all levels of management and possess strong interpersonal skills.
  3. Must be a self-starter, be self-motivated with a can-do attitude, and be able to work independently as required, as well as be a team player.
  4. Must demonstrate a willingness and ability to provide world-class customer service to internal and external customers with a service-oriented attitude.
  5. Must be able always to maintain confidentiality without exception.
  6. Must be able to successfully use a personal computer and have a mid-level proficiency with Microsoft Office products and SharePoint. Experience with a console-style telephone switchboard is a plus.
  7. Should have basic statistical analysis skills.
  8. Requires ability to handle numerous activities at one time and move between tasks. Able to organize tasks in accordance with company and department priorities and complete them efficiently and on time.
  9. Experience of the transportation industry and familiarity with FTA/ DOT rules and regulations is a plus but is not required.
  10. Must be willing to comply with MTM’s Drug and Alcohol Policy.
  11. Regular and consistent attendance is required.
  12. Must have and maintain a valid driver's license.
Environment:
  1. Extensive sitting is required while using office equipment such as computers, phones, etc. Some standing and walking during a normal workday will also be required, as well as bending, stooping, and crouching. Work that will be performed inside working conditions should be able to tolerate changes in the building environment, such as with or without air conditioning or heating. Most duties will be performed primarily in an office-type environment and may require outside duties in different weather environments.
  2. May be required occasionally to move up to 20 pounds by lifting, carrying, pushing, pulling, or otherwise repositioning objects.
  3. Close visual acuity to perform detail-oriented activities and activities at or within arm's reach with accuracy, skill, and control, such as preparing and analyzing data, viewing a computer screen, or significant reading of documents and other materials.
  4. Fingering and repetitive motions will be required for data entry while picking items up, filing, or operating office equipment.
  5. Able to express or exchange ideas with others accurately through oral communication or phone and at an audible volume. Able to differentiate between sounds in the environment.
  6. Work will, at times, require more than 8 hours per day or an irregular work week to perform the essential duties of the position.
  7. Must be able to travel to external locations and agencies.
