Qualifications

• One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 or equivalent.
• Successful completion of the PA Management Associate program or equivalent.
• Two years analytical experience in an equal opportunity program with one year professional experience and a bachelor’s degree.
• Equivalent combination of experience and training.

Responsibilities

• Develop and manage statewide Disadvantaged Business Enterprise (DBE) programs in alignment with regs.
• Analyze and approve project participation goals prior to advertisement.
• Monitor construction projects from advertisement through notice to proceed; review bids for compliance.
• Assess DBE commitments and Good Faith Efforts; recommend actions when requirements are not met.
• Lead interdisciplinary review teams and prepare recommendations for Good Faith Efforts.
• Provide guidance on ECMS requirements, certification procedures and minority attainment systems.
