Job summary

Jobtailor, Chicago, seeks a Compliance Specialist to manage CHA M/W/DBE and Section 3 compliance across contracts. You will coordinate monitoring, collect data, and oversee vendor performance to ensure fair labor standards are met.

Focus on reporting, audits, and resolution of violations, while liaising with CHA and HUD to maintain program integrity and accuracy.

Qualifications

  • College level coursework or equivalent combination of education and related work experience.
  • Bachelor's degree preferred.
  • Minimum of three years’ experience in Purchasing, Contract Administration, EEO, Affirmative Action monitoring.
  • Experience with federal, state, and local requirements helpful.
  • Knowledge of Davis-Bacon Act and prevailing wage laws.
  • Knowledge of HUD Section 3 requirements and M/W/DBE.

Responsibilities

  • Coordinate, monitor, and ensure M/W/DBE and Section 3 compliance on CHA contracts and subcontracts.
  • Provide M/W/DBE reporting statistics and findings to CHA management.
  • Conduct vendor outreach regarding CHA compliance monitoring procedures and processes.
  • Oversee contractor M/W/DBE and Section 3 performance.
  • Ensure fair labor standards are followed across projects program-wide.
  • Lead site visits and ensure reports are entered into tracking systems.
  • Monitor contracts for Davis-Bacon compliance using B2Gnow, LCP Tracker, and Lawson.
  • Review compliance documents, investigate discrepancies, and conduct site visits.
  • Develop and implement contractor violation resolution plans.
  • Collect data and create reports on M/W/DBE expenditures and Section 3 metrics.

Job description

  • Coordinate, monitor, and ensure M/W/DBE and Section 3 compliance on CHA contracts and subcontracts
  • Provide M/W/DBE reporting statistics and findings to CHA management
  • Conduct vendor outreach regarding CHA compliance monitoring procedures and processes
  • Oversee contractor M/W/DBE and Section 3 performance
  • Ensure federal, state, local, and CHA-mandated fair labor standards are followed
  • Lead, conduct, and coordinate construction and professional site visits
  • Ensure site visit reports are entered into appropriate tracking systems
  • Monitor contracts in accordance with M/W/DBE, Section 3, and Davis-Bacon requirements using B2Gnow, LCP Tracker, Lawson, and other systems
  • Attend pre-bid and pre-construction meetings to explain compliance obligations
  • Review CHA compliance documents, investigate vendor discrepancies, and conduct project-site visits
  • Develop and implement contractor violation resolution plans
  • Collect data and create reports on M/W/DBE expenditures, Section 3, and Davis-Bacon
  • Review and compare certified payrolls to verify prevailing-wage compliance
  • Calculate back wages and ensure vendor restitution
  • Identify deficiencies and make recommendations
  • Verify M/W/DBE participation percentages and certifications and recommend vendor utilization-plan approval
  • Write correspondence to CHA vendors, HUD, DOL, the Inspector General’s office, and CHA staff
  • Recommend withholding vendor payments for compliance violations
  • Maintain project-file documentation on the CHA network
  • Prepare activity, program-tracking, and monitoring reports
  • Participate in vendor fairs
  • Perform other assigned duties and projects
Requirements
  • College level coursework or equivalent combination of education and related work experience
  • Bachelor's degree preferred
  • Minimum of three (3) years’ experience in Purchasing, Contract Administration, EEO, Affimative Action monitoring and progressive project management
  • Previous experience working with federal, state, and local requirements helpful
  • Considerable knowledge of the federally mandated Davis Bacon Act and related laws
  • Knowledge of prevailing wage laws
  • Knowledge of HUD Section 3 requirements
  • Knowledge of M/W/DBE requirements, affirmative action, and contracting procedures
  • Skilled in applying audit reviews, methodology, and practices
  • Ability in problem solving, analytical, planning, and organizing
  • Effective verbal, written, and interpersonal skills
  • Ability to exercise objective judgment and discretion, maintain confidentiality, and work on multiple projects simultaneously
  • Computer literacy with proficiency in Word, Excel, and PowerPoint
  • Math aptitude to perform statistical calculations
  • A valid driver's license preferred
