Job summary

Journal Technologies, a leader in court and justice software, seeks a Chief Technology Officer to guide technology strategy, architecture, and product development across our platforms. You will champion a customer-first approach, align engineering with business goals, and build a scalable, secure technology portfolio while leading a cross-functional team.

You will collaborate with executive leadership, recruit and develop top technical talent, and drive adoption of AI/ML capabilities to deliver

Qualifications

12+ years of software engineering experience with at least 5 years in senior technical leadership roles (CTO, VP of Engineering, Head of Engineering, or similar).
Proven experience leading and scaling engineering organizations and enterprise software platforms.
Deep expertise in software and systems architecture, including distributed systems, cloud-native design, APIs, and data platforms.
Strong product sense, with experience making customer-driven product decisions.
A track record of setting a compelling technical vision and rallying teams and executives around it.
Proven success working cross-functionally, with excellent communication skills and the ability to engage executives, engineers, customers, and partners alike.
Background in government technology, justice or court systems, legal technology, or other regulated public sector markets is highly desirable.
Experience incubating new products or working in a startup, innovation lab, or venture environment is preferred.
Hands-on experience applying AI, machine learning, and data-driven technologies to real products is preferred.
Experience working within Agile teams or formal training in Scrum or Agile methodologies
Bachelor's degree in Computer Science, Engineering, or a related field; advanced degree is a plus.

Responsibilities

Develop and lead a multi-year technology vision and roadmap aligned with Journal Technologies' long-term goals.
Bring a customer-centric, problem-first approach to product development, ensuring teams understand user needs before solutions.
Identify emerging technologies and opportunities that strengthen products and open new value areas.
Advise leadership on technology investments, build-vs-buy decisions, and potential partnerships.
Define architectural vision and principles for scalable, secure systems.
Promote reusable services, APIs, and shared components across products.
Oversee modernization of the technology portfolio and manage technical debt.
Lead engineering culture focused on ownership, craftsmanship, and continuous improvement.
Maintain modern engineering practices balancing speed, reliability, and security.
Support organization-wide transition to Agile methodologies and Scrum-at-Scale.
