Job summary

State of Ohio seeks a Planner 3 in Columbus to serve as a liaison for infrastructure protection and help coordinate security deployments. You will support field operations, review plans, and work with partners to strengthen critical infrastructure resilience.

The role requires arranging SkyWatch Tower transport, ensuring readiness, and collaborating with IT and technical staff. Local candidates with relevant credentials are preferred.

Qualifications

  • Completion of undergraduate core program or 24 mos. exp. in assigned program area.
  • 9 mos. trg. or 9 mos. exp. in operational, mathematical, analytical or statistical research methods.
  • 1 course or 3 mos. exp. in public relations.
  • 1 course or 3 mos. exp. in budgeting.
  • 1 course or 3 mos. exp. in technical writing or business communication.

Responsibilities

  • Act as principal liaison between the ODPS Division of Homeland Security and various agencies.
  • Participate in deployments to the field for events and incidents to support security operations.
  • Aid in/ conduct infrastructure security and vulnerability assessments of buildings and properties.
  • Conduct outreach and facilitate networking, information sharing, training and other activities with critical infrastructure owners and operators.
  • Review security plans and emergency documents; provide recommendations to reduce risks and improve resilience.
  • Utilize state vehicle and trailer to transport SkyWatch Towers; arrange maintenance as needed.
  • Ensure Skywatch Tower is operational; work with ODPS IT and technicians to resolve issues.

What You’ll Do as a Planner 3
  • Act as principal liaison between the Ohio Department of Public Safety (ODPS) Division of Homeland Security & various federal, county, city &/or municipal infrastructure protection agencies or personnel performing critical infrastructure protection duties;
  • Participate in deployments to the field for events & critical incidents in order to support security operations; Provide SkyWatch Tower security consultation to state & local partners related to current or future events;
  • Aid in &/or conduct infrastructure security & vulnerability assessments to include State/Public/Private buildings &/or properties;
  • Conduct outreach & facilitate networking, information sharing, training, & other support activities with critical infrastructure owners & operators;
  • Review security plans & prepared documents (i.e., emergency operation & action plans) for assigned State/Public/Private facilities &/or properties; Provide recommendations on practical & effective countermeasures to reduce identified risks & strengthen facility resilience;
  • Utilize state vehicle & trailer to transport (i.e., deliver &/or pickup) SkyWatch Towers at pre-determined locations & events throughout the state; Transport SkyWatch Towers to Alum Creek Facility for any maintenance &/or repair needs;
  • Ensure Skywatch Tower is set up for operational use & is fully functional; Work with ODPS support staff (i.e., Information Technology, Electronic Technicians, etc.) to resolve any operational issues;

Qualifications

Option 1:

  • Completion of undergraduate core program or 24 mos. exp. in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration);
  • 9 mos. trg. or 9 mos. exp. in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies;
  • 1 course or 3 mos. exp. in public relations;
  • 1 course or 3 mos. exp. in budgeting;
  • 1 course or 3 mos. exp. in technical writing or business communication.

Option 2:

  • Or 6 mos. exp. as Planner 2, 85312, in assigned program area.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.

PREFERRED QUALIFICATIONS: Physical Security Professional (PSP) Certification or Certified Protection Professional (CPP) Certification

Assigned Program Area: Infrastructure Protection, Emergency Management, Homeland Security, Cyber Security, Information Technology, Critical Infrastructure or related field.

Supplemental Information
  • This position requires the ability to obtain and maintain a federal Secret level Security Clearance
  • This position is essential, meaning the duties this job performs are critical to the continued operations of the Ohio Department of Public Safety during a public safety emergency (OAC 123: 1-46-01 & DAS Directive HR-D-11). This position will be required to report for duty during any public safety emergency.
  • Must acquire and maintain Protected Critical Infrastructure Information (PCII) and Chemical-terrorism Vulnerability Information (CVI) certification.
  • Must acquire FAA Part 107 Remote Pilot Certificate within 6 months of employment and renew it every 24 months.
  • Must attend training and obtain Commercial Drivers License (CDL) by completion of probationary period; Must maintain valid CDL throughout employment.

  • A BCI and FBI fingerprint check, a background check, including a polygraph examination, may be required on all selected applicants.
  • A comparative analysis and/or drug-test may be a requirement of the hiring process.
