Under the supervision of the Court Administrator, carrying out various technical record-keeping duties and provide routine clerical assistance for the Municipal Court, particularly concentrating on monitoring sentences and processing infractions. Engage regularly with the public through both in-person, telephone and electronic communication.
RESPONSIBILITIES:
General:
Performs a variety of duties including processing court forms, orders, citations, infractions and documentation for court cases from original to final disposition.
Schedules cases for various types of hearings including arraignment, pretrial, mitigation, contested, show cause/sentence compliance and motions in accordance with applicable court rules.
Assists the public and explains court procedures. Responds to or directs telephone calls, written inquiries, and citizen visits to the appropriate departments.
Establishes and maintains effective working relationships with defendants, attorneys, law enforcement personnel, other agencies, co-workers, criminal justice officials and the public.
Works confidentially and with discretion. Maintains a non-judgmental attitude towards defendants.
Maintains composure and takes responsible action during stressful or dangerous situations and copes with a wide variety of situations with tact, discretion, courtesy, and respect for citizen’s rights.
Accurate entry of infractions, violations, transactions, proceedings, and other documentation related to case management into the court’s computer system.
Accurately receipt monies for bail, infractions and violations.
Respond to requests from judge, city prosecutor, police department and others for assistance and information, processes discovery activity.
Performs clerical duties in a courtroom setting including preparation of court orders; assisting judge; and keeping an electronic record of court proceedings.As needed.
Process no contact orders for domestic violence cases including issuance and vacation.
Process warrants including the issuance and quashing of and calculating extended jurisdictional end dates on monitored cases.
Drafts accurate pre-sentence investigation reports for judge and attorney use at sentencings.
Sentence Compliance Monitoring
Monthly review of sentencing monitoring files as required by Court Policy and/or at the direction of the Court Administrator and Presiding Municipal Court Judge.
Tracks and monitors cases that have a suspended or deferred status to ensure compliance with the court ordered terms of sentence, which include fulfilling legal financial obligations and restitution, serving detention time, engaging in mandated treatment programs, and meeting any other conditions outlined in each judgment and sentence. This involves preparing and submitting reports on progress or non-compliance to the court for both individuals who have been convicted and those with deferred sentences.
Works closely with treatment agencies and other community resources to receive, document and file information regarding compliance with court ordered treatment and other conditions.
Provides testimony in court as required.
OTHER JOB FUNCTIONS:
Maintains regular, reliable, and punctual attendance.
Follows directions and implements or carries out written and/or oral instructions and assigned duties.
Effectively communicates orally and in writing using the English language.
Provides customer service including directional inquiries and referral of inquiries to the appropriate department.
Travels within the city as well as out of town to conferences or training.
Follows all applicable safety rules and procedures.
May be required to work weekends and before or after normal working hours, although it is not likely.
Serve as primary backup to the Court Bailiffposition which may include tasks such as maintaining security and decorum in the courtroom and assisting with courtroom security screening.Assist the public defender with document processing during the video hearing process at the Lewis County Jail.
And such other related tasks, duties and responsibilities as assigned.
REQUIRED QUALIFICATIONS
Education and Experience:
Any combination of education and experience equivalent to graduation from high school including or supplemented by secretarial training and two (2) years of progressively responsible experience in administrative, clerical, and customer service roles.Additionally, one (1) year of experience in court-related clerical work or in legal administrative or paralegal support, with at least one (1) year at a higher level that demonstrates the ability to exercise independent judgment while applying a thorough understanding of court rules, regulations, policies, and procedures.
Licenses, Certifications and Other Requirements:
Must be 18 years or older at time of employment.
Must possess a valid Washington State Driver’s License with good driving record.Out-of-state applicants must possess valid license for state of residence and must obtain valid Washington State Driver’s License within 30 days of appointment.
Finalists for this position will be required to provide a Driving Record Abstract for review by the City of Chehalis.
Must successfully satisfy a background investigation.
Working Knowledge Of:
Computers and electronic data processing applications, including Microsoft Office Suite;MS Teams; the Judicial Information System (JIS) and Inside Courts.
Courtroom policies, procedures and practices.
Legal forms, documents and terminology. City, County and State agencies and offices involved in court related activities.
City, County, and State laws, ordinances, regulations and procedures.
Knowledge of and/or experience in the field of criminal justice, correction and/or probation.
Ability to:
Maintain complex records with accuracy and attention to detail.
Ability to maintain confidentiality.
Must be able to manage time and adhere to strict guidelines.
Strong prioritizing/organizing skills and the ability to manage frequent interruptions successfully.
Ability to communicate effectively in verbal and written form.
Demonstrate ability to serve a diverse client base which may at times be emotionally distraught, irate or confrontational with courtesy and professionalism.
Process a wide variety of legal forms and documents in compliance with established laws, procedures, mandated timelines and judicial direction.
Process arrest warrants accurately and in accordance with the law.
Maintain records and prepare reports.
Ability to add, subtract, multiply and divide quickly and accurately.
Desired Skills and Abilities (not required):
General knowledge of Odyssey (Navigator, Portal, Judicial).
Knowledge of cash handling principles.
Knowledge using Zoom, or other virtual platforms.
