Job summary

The Office of Technology Services (OTS) in Baton Rouge, LA, seeks an analyst to optimize cost Allocation across personnel, IT, and policy domains. The project targets detailed financial impact projections from FFY 2028 and requires precise data analysis, documentation, and time-tracking for ongoing invoicing.

Qualifications

• Experience with cost allocation plan generation.
• Data analysis experience.
• Ability to document cost pools, allocation bases and coding structures (WBS, cost centers, internal orders).

Responsibilities

• Analyze how personnel, IT, policy, fiscal and management costs are allocated.
• Document current cost pools, allocation bases and coding structures.
• Build allocation formulas, distribution methods and allocation matrices.
• Create the Cost Pool Reporting and Coding Matrix for reporting in financial systems.
• Prepare allocation schedules and supporting documents for PACAP package.
• Build the Fiscal Impact Projection Model comparing federal and state shares.
• Quantify the financial effect of the federal rate change starting in FFY 2028.
• Find allowable administrative costs and estimate fiscal impact.
• Validate allocation calculations after implementation.
• Keep detailed time records for monthly invoices.
