ProjectOverview
The Office of Technology Services (OTS) wasestablished as a means of recognizing cost savings through the consolidation ofState IT assets and resources. The creation of OTS consolidated a wide varietyof existing hardware platforms, operating systems, database management systems,networks, third-party software, and custom applications.
OTS leads the State’s technology procurementprocess to standardize technology over the entire organization, seekefficiencies of operations, maintenance, and scalability of new productsintroduced to the OTS suite of services, which can eventually be offered to allin-scope agencies.
Duties/Responsibilities
- Coordinate activities, run working sessionswith Louisiana Works fiscal leadership and program staff, and keep the projecttimeline on track.
- Develop the methodology together withLouisiana Works staff, never on its own, validating operational assumptions instructured sessions.
- Submit weekly status reports coveringcompleted work, ongoing activities and risks.
- Review existing funding structures for USDOL,VR, SNAP E&T, TANF and other federal administrative functions.
- Evaluate Louisiana Works' interim time-codingcontrols and recommend improvements.
- Identify noncompliance, unsupported allocationmethods and conflicts with federal cost principles.
- Write the Assessment Report on compliancerisks and corrective actions, due within 30 business days of contract start.
- Develop a compliant cost allocationmethodology under 2 CFR 200, 45 CFR 95 Subpart E, and USDOL, RSA and FNSguidance.
- Identify shared cost pools and define asupportable allocation base for each.
- Decide how to treat eligibility operations,integrated IT and system development, policy and oversight, fiscal andadministrative support, and management functions.
- Write a justification for each cost pool andallocation base showing it is necessary, reasonable, allocable and consistentlyapplied, citing the specific regulation behind each.
- Recommend internal controls and documentationrequirements to keep the agency compliant and ready for audits.
- Decide whether existing cost allocationdocumentation needs revision, and whether new or amended grant-specific plansare needed.
- Prepare the full Public Assistance CostAllocation Plan (PACAP) submission package, draft and final.
- Support Louisiana Works through federalreview: write responses to federal questions, join meetings with federalreviewers, and revise documents until comments are resolved.
- Build an implementation roadmap targeting July1, 2027, including interim steps.
- Identify changes needed to time reporting,coding structures and financial system configuration. The contractor givesguidance only and does not configure the systems.
- Write operating procedures so Louisiana Workscan maintain and update the methodology on its own.
- Provide training on the methodology afterimplementation.
- Write the Federal Claiming Optimization Memoand the Executive Summary for Louisiana Works leadership.
Requirements
Education
- Bachelor’s degree in Computer Science,Computer Engineering, Data Science, Management Information Systems, InformationTechnology, or related field.
Required Experience
- Experience with cost allocation plangeneration.
- Experience to meet all deliverables,qualifications and requirements mentioned in the scope of services.
- Data analysis experience.
Preferred Experience
- Additional data analysis experience beyondwhat is required for this Scope of Services is desirable.
