Louisiana Department of Education is seeking a Budget Analyst 4 in Baton Rouge to lead complex budget analytics for statewide K-12 programs. You will design allocations, perform data-driven analyses, and prepare detailed reports to support funding decisions and compliance.

Qualifications

• Six years of experience in budget development/analysis or related financial services.
• Six years of full-time work in any field plus three years in budget development/analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, or statistical analysis.
• A bachelor’s degree plus three years of experience in budget development or analysis.
• An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis.
• Every 30 semester hours earned substituting for one year of experience (max 120 sem hours, four years).

Job Focus Area

This advanced-level Budget Analyst 4 is within the School System Financial Services (SSFS) Department of LDOE. The position serves as a lead analyst for specialized, complex and technical fiscal data analytics and budgetary work associated with the administration of various state-wide programs related to K-12 educational funding. SSFS oversees appropriations totaling several billion dollars such as but not limited to the Minimum Foundation Program (MFP), Louisiana Giving All True Opportunity to Rise Scholarship (LA GATOR) Program, and other state-funded programs appropriated annually by the Louisiana Legislature. This Budget Analyst 4 creates and calculates large and complex allocations in Excel, and assists in the design and modification of funding processes for new allocations. Mid to high level of Excel experience and effective communication skills is beneficial.

Job Duties

• Interprets results through statistical analysis and prepares detailed reports, presentations or other summary documents.
• Provides technical assistance to recipients in the preparation and submittal of required forms, timelines, etc.
• Creates and maintains Standard Operating Procedure documents (SOPs) for each assigned allocation or program.
• Represents the Budget Administrator in agency meetings regarding the programs supported as needed.

Position-Specific Details

• Appointment: Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.
• Career Progression: This position does not participate in a Career Progression Group.
• Work Schedule: Work hours are Monday - Friday. Work hours will be determined.
• Compensation: The salary offered will be determined based on qualifications and experience.
• Note regarding the advertised pay range: The Budget Analyst 4 position has a special entrance rate (SER) of $27.84 hourly, $2,227.20 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.

Experience Requirements

• Six years of full-time work experience in any field plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services;
• A bachelor’s degree plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services;
• An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
• EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
