Job summary

Louisiana Department of Education is seeking a Budget Analyst 4 in Baton Rouge to lead complex budget analytics for statewide K-12 programs. You will design allocations, perform data-driven analyses, and prepare detailed reports to support funding decisions and compliance.

The role requires strong Excel skills, deep knowledge of state funding mechanisms, and the ability to communicate findings to diverse stakeholders.

Qualifications

• Six years of experience in budget development/analysis or related financial services.
• Six years of full-time work in any field plus three years in budget development/analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, or statistical analysis.
• A bachelor’s degree plus three years of experience in budget development or analysis.
• An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis.
• Every 30 semester hours earned substituting for one year of experience (max 120 sem hours, four years).

Responsibilities

• Develops and prepares technical and complex allocations of funds for many programs.
• Designs mathematical calculations in Excel to apply allocation methodologies.
• Prepares documents to initiate payments by prescribed timelines during the fiscal year.
• Prepares reconciliations between appropriations, allocations and expenditures.
• Performs extensive data analysis to identify anomalies.
• Interprets results through statistical analysis and prepares reports or presentations.
• Provides technical assistance to recipients in required forms and timelines.
• Creates and maintains SOPs for assigned allocations or programs.
• Represents the Budget Administrator in agency meetings as needed.
