Location: CannaCampus – As Designated - Onsite

Reports To: Executive Director – Enterprise / C.E.O of Cannabis

Probationary Period: 90 days – Full time; 120 days – Part time

Classification: Non-Child Related NA

Rate of Pay: $69,240.53 to $77,895.59 Salary

Responsibilities

  • Develops and manages regulatory strategies and supports Commission licensed cannabis businesses in compliance.
  • Plans surveillance/compliance operations and investigations on cannabis business activities or cannabis regulatory violations.
  • Conducts regular surveillance of the cannabis business to ensure compliance with all applicable laws and regulations.
  • Creates/assists with policy and/or regulations to ensure integrity in all aspects of the cannabis business activity.
  • Maintains control over access to limited-access areas of the cannabis business.
  • Ensures monitoring of shipping, receiving, installation, relocation, removal, storage and any movement of adult-use cannabis products and devices for security and compliance with applicable laws and regulations.
  • Ensures the monitoring of adult-use cannabis from seed-to-sale through track-and-trace procedures and programs.
  • Ensures the monitoring of all regulated cannabis equipment and supplies, including adult-use cannabis products, for integrity and compliance with applicable laws and regulations.
  • Performs overt and covert investigations involving theft, crime, and/or policy violations.
  • Randomly audits any cannabis related transactions for compliance with regulations and internal controls.
  • Ensures the monitoring of the licensed cannabis business staff’s activity for compliance with applicable laws and regulations.
  • Completes reports and conducts necessarily follow up investigations on reported or observed violations or deficiencies.
  • Conducts follow up investigations and monitoring to ensure the implementation of appropriate corrective action.
  • Maintains Cannabis Compliance records, reports, files, statistics, and other pertinent information regarding monitoring compliance with licensed cannabis business activities.
  • Advises on criminal activity or persons involved in such activity.
  • Assist with outside regulatory or law enforcement regarding cannabis business activity incidents or criminal activity.
  • Ensure the facility is following all security regulatory requirements, including reviewing any proposed changes to facility layout or expansion.
  • Ensure the monitoring of facility compliance with applicable environmental, health and safety regulatory requirements.
  • Works closely with the licensed cannabis business management personnel to fulfill duties and responsibilities.
  • Serves as a point of contact for the Commission with the Minnesota Office of Cannabis Management or other State agencies.
  • All other job specific duties as assigned.
  • Displays a responsive and professional manner in promptly responding to all requests, complaints, and problems.
  • Recognizes that each employee is a representative of the Fond du Lac Band of Lake Superior Chippewa and is responsible for demonstrating courtesy, respect, and sensitivity to the needs of all others, including visitors and co-workers.
  • Represents the Fond du Lac Band of Lake Superior Chippewa and the department in a positive and professional manner in the community.
  • Required to maintain proper attendance including reporting to work on time in accordance with applicable policies.
  • Maintains a clean and organized work area.
  • Due to changes and modifications in the job from time to time, employees are required to be flexible and assume other responsibilities assigned by management as deemed necessary.

Qualifications

  • Valid Driver’s License issued in the US is required.
  • Bachelor’s degree in business management related field OR four years’ experience in business management, compliance, regulatory oversight or business leadership required.
  • Minimum of three years of experience in commercial cannabis, law enforcement investigations, gaming regulation, or financial auditing is required.
  • 21 years of age or older required.
  • Must have demonstrated experience in monitoring cash management and inventory control.
  • Must maintain a thorough understanding of Tribal and State cannabis laws and regulations and how they apply to the Band.
  • Demonstrated knowledge and experience in reviewing, analyzing, and interpreting reports and spreadsheets to ensure accuracy, completeness, and regulatory compliance required.
  • Knowledge of computer applications to include word processing, data bases and/or data entry, Spreadsheets, and Microsoft Outlook is required.
  • Ability to communicate effectively orally and in writing is required.
  • Ability to work independently and establish priorities is required
  • Attention to detail and accuracy is required.
  • Ability to establish professional and harmonious working relationships on all projects and with all parties involved.
  • Subject to drug and alcohol testing in accordance with the Fond du Lac Reservation’s Personnel Policies.
  • Subject to pre-employment and annual background checks.
  • Travel is required.

PHYSICAL REQUIREMENTS:

  • Some standing, stooping, lifting and carrying materials required.
  • Subject to indoor and outdoor working conditions.
