The Texas Health and Human Services Commission (HHSC) Access and Eligibility Services (AES) department seeks individuals eager to join a high-performing, innovative team. The Contract Specialist IV, under the supervision of the Office of Administration (OA) Community Access (CA) Contract Team Manager, oversees all contract lifecycle phases, from procurement to closeout. Responsibilities include procurement of services, contract management, monitoring, oversight, drafting amendments, revising RFAs, IFBs, work orders, ensuring compliance with HHSC standards, acting as liaison, developing policies, reviewing reports and budgets, conducting risk assessments, and training. The role demands initiative, independent judgment, and comprehensive contract management expertise.
Required knowledge includes principles of contract management, performance analysis, risk assessment, and federal/state regulations. Skills include relationship building, leadership, time management, problem-solving, communication, and proficiency with Microsoft Office tools. Certification as a Texas Contract Manager (CTCM) is preferred; if not held, must be obtained within 12 months of hire.
Work hours are 8:00 am - 5:00 pm, Monday - Friday, with potential telework eligibility. Applicants must have no substantiated fraudulent activity against HHSC, and may need to pass background checks. HHSC participates in E-Verify. For accommodations, contact the HHS Employee Service Center.
