Job description

This position performs advanced contract duties, including developing, analyzing, evaluating, reviewing, processing, ensuring compliance, inspecting, implementing, and monitoring contracts. It requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plans and priorities to meet objectives. Issues are rarely referred to the supervisor but are handled as they arise.

Essential Duties:

Responsibilities for a Contract Specialist IV & V include:

  • Conduct audits, research, and identify problems with proposals, contracts, contractors, or lettings, and propose solutions.
  • Coordinate, review, process, and monitor third-party advanced funding agreements and supplemental agreements.
  • Maintain, update, and compile detailed data, reports, summaries, files, records, logs, statistics, or specific contracts, including procurement documents and revisions; write routine and unique correspondence.
  • Meet with project managers to identify objectives, needs, and issues concerning project contracts.
  • Review construction field changes and change order notices to determine if funding or supplemental agreements are required.
  • Review contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing, and consultant qualifications.
  • Perform other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in Business Administration, Finance, or a related field. Relevant work experience may substitute for the degree on a year-for-year basis. Substitutions for Minimum Qualifications

Experience:

Contract Specialist IV:

  • At least 4 years in contract administration, administrative support, bookkeeping, or accounting.

Contract Specialist V:

  • At least 5 years in contract administration, administrative support, bookkeeping, or accounting.

For All Levels:

Experience can be satisfied by full-time or prorated part-time work. Related graduate-level education may substitute for experience on a year-for-year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license; this position requires driving a state vehicle.

Competencies:

  • Contract development and oversight.
  • Contract negotiation, development, and management methods.
  • Applicable laws, rules, and regulations.
  • Proficiency with applicable computer operating systems and relevant applications.
  • Contract record-keeping.
  • Writing, reviewing, and revising documents, including engineering notes, specifications, standards, and procedures.
  • Data collection, sorting, and compilation.
  • Prioritizing and organizing work assignments.
  • Applying logic and reasoning to define problems, establish facts, and draw valid conclusions; making decisions supporting business objectives and goals.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs and occasionally carry files or small tools.
  • Light work: Lift up to 20 lbs and frequently lift or carry objects up to 10 lbs.
  • Standing for prolonged periods.
  • Repetitive motions of wrists, hands, and fingers.
  • Close visual acuity required for data, figures, computer screens, and extensive reading.
