Contract Specialist III
Salary Grade B20 $51,158 - $81,351
Performs highly complex contract duties to include analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Contract Specialist IV
Salary Grade B22 $57,614- $93,138
Performs advanced contract duties to include analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Contract Specialist V
Salary Grade B24 $65,104- $106,634
Performs highly advanced contract duties in direct support of agency transportation-related programs to include analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Contract Specialist III
- Analyzes, interprets legislation and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.
- Assists with recommending policy and/or procedure changes and solutions.
- May serve as a lead worker and the related tasks.
- Research state and federal statutes and opinions, Department policies and previous contracts.
- Maintains liaison with construction inspectors and contractor's staff to ensure project records accurately reflect changes and agreements.
- Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
- Monitors contractors' compliance with federal requirements related to Equal Employment Opportunity and wages, including assisting in monitoring contractors' insurance certificates.
- Checks calculations against work log and estimate form to verify work is completed before payment is made.
- May attend pre-construction meeting to instruct contractor's bookkeeper on record-keeping procedures.
- Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations, and procedures.
- Reviews compliance of minority participation goals in consultant contracts.
- Sets up field record books for each construction project within assigned area.
- Performs other duties as assigned.
Contract Specialist IV
All of the above and:
- Acts as a consultant and provides technical assistance to plan, develop, implement and monitor contract compliance requirements.
- Analyzes, interprets legislation and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulations.
Contract Specialist V
All of the above and:
- Develops plans and reports for implementing contract recordkeeping and compliance evaluation requirements.
- Document procedures for recordkeeping and compliance requirements, collaborating with management on recommendations and policy change requirements.
Minimum Qualifications:
Education: Bachelor's Degree in Business Administration, Finance or related field.
Experience: 3 years in contract administration, administrative support, bookkeeping or accounting. (Experience can be satisfied by full time or prorated part time equivalent)
Substitutions: Relevant work experience may be substituted for degree on a year per year basis or related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications
Licenses and Certifications (all): Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications (all):
- Experience reading and interpreting applicable plans, schematics, blueprints and maps
- Experience performing calculations using algebra, trigonometry and geometry
- Experience communicating technical information effectively to technical and non-technical audiences
Competencies:
Contract Specialist III
- Applicable computer operating systems and relevant applications
- Auditing and investigative methods, practices and procedures in governmental policies and procedures
- Contract record-keeping
- Contract billing procedures
- Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
- Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management, maintaining confidential and sensitive records, accordingly
- Persuasion and negotiation of critical issues
- Collecting, sorting and compiling and analyzing business and technical data
- Exercising logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
- Maintaining a safe and effective working relationship with others
Contract Specialist IV
Progressively greater skill and experience in the above.
Contract Specialist V
Progressively greater skill and experience in the above and:
- Identifying and mitigating compliance risks
- Communicating technical information effectively, partnering with stakeholders
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

We may have the perfect position for you! TxDOT's Aviation Division is looking for an Aviation Contract Specialist III, IV, or V with a construction recordkeeping focus, based in Austin, TX.
The Aviation Division helps cities and counties to obtain and disburse federal and state funds for relief and general aviation airports included in the 300-airport Texas Airport System Plan (TASP). The division also participates in the FAA State Block Grant Program, through which it implements a federal improvement program for general aviation airports.
