Position Overview

The Office of the Attorney General's Procurement and Contract Operations seeks a Contract Specialist responsible for contract management, including coordinating, developing, and evaluating contracts. Supervision of others may be involved.

Essential Functions
  • Coordinate and develop solicitations, contracts, and amendments, including evaluating bids and negotiating specifications.
  • Review or develop bid evaluation tools and related documents.
  • Conduct needs assessments for procurement requirements.
  • Facilitate procurement meetings and conferences.
  • Prepare specifications for bids and proposals.
  • Negotiate contracts, renewals, and amendments.
  • Perform general purchasing functions as needed.
  • Maintain confidentiality and adhere to agency policies, including ethics and integrity standards.
Qualifications
  • High school diploma or equivalent; Bachelor's degree preferred, or equivalent experience in procurement, business, or finance.
  • Minimum of six years' full-time experience in procurement, contract management, business, or finance.
  • Knowledge of state procurement regulations, contract negotiation, and business principles.
  • Skills in multitasking, communication, judgment, and teamwork.
  • Ability to work onsite, monitor contract performance, evaluate fiscal data, and travel as needed.
  • Certifications: Certified Texas Contract Manager (CTCM) preferred; Certified Texas Contract Developer (CTCD) a plus.
