Job summary

The Commonwealth of Virginia Department of Behavioral Health and Developmental Services seeks a Contract Administrator for Recovery-Oriented Systems of Care. This role manages contracts statewide, from procurement through closeout, ensuring compliance, delivery, and funding alignment.

The position requires strong analytical skills, fiscal oversight, and the ability to work with program leadership, contractors, and partners. Some travel may be required, and funding is grant-based and renewable.

Qualifications

• Knowledge of contract administration and the full contract lifecycle, including procurement and closeout.
• Experience with contract compliance, risk identification, corrective action, and performance management.
• Understanding procurement processes, grants or funded agreements, and contract monitoring principles.
• Experience with fiscal oversight, budget monitoring, invoice reconciliation, and public funds stewardship.
• Ability to interpret contracts and funding requirements and translate them into operational expectations.
• Experience in data collection, analysis, reporting, and performance monitoring.
• Ability to establish productive relationships with contractors while maintaining accountability.
• Ability to facilitate meetings and navigate contract-performance discussions professionally.
• Experience with spreadsheets, databases, project management systems, and data visualization tools.
• Ability to exercise independent judgment and detail-oriented decision-making in a complex environment.

Responsibilities

• Monitoring scope, deliverables, performance measures, expenditures, timelines, and contract compliance.
• Reviewing contractor invoices, budgets, and expenditure reports.
• Supporting documentation to ensure alignment with budgets, contract terms, funding requirements, and programmatic deliverables.
• Identifying fiscal, operational, or compliance risks, documenting deficiencies, and coordinating corrective action when necessary.
• Developing contract monitoring tools, performance dashboards, expenditure tracking systems, risk documentation, and other mechanisms that strengthen accountability and fiscal stewardship.
• Serving as a resource to program leadership and external partners.
