Job summary

The Department of Behavioral Health and Developmental Services seeks an experienced professional to serve as Contract Administrator for Recovery-Oriented Systems of Care within the Office of Mental Health Wellness and Recovery Supports.

This role collaborates with program leadership, procurement and fiscal staff, contractors, and community partners to ensure contractual requirements are clear, expenditures are appropriate, and deliverables are achieved.

Qualifications

• Knowledge of contract administration and the full contract lifecycle.
• Knowledge of contract compliance, risk identification, corrective action, and vendor/contractor performance management.
• Knowledge of procurement processes, grants or funded agreements, and contract monitoring principles.
• Experience with fiscal oversight, budget monitoring, invoice reconciliation, expenditure analysis, and responsible stewardship of public funds.
• Knowledge of developing and monitoring scopes of work, deliverables, performance measures, and contractual requirements.
• Experience with program implementation, performance measurement, quality improvement, and evaluation.
• Experience interpreting contractual, regulatory, policy, and funding requirements and translating them into operational expectations.
• Experience in data collection, analysis, reporting, and performance monitoring.

Responsibilities

• Monitoring scope, deliverables, performance measures, expenditures, timelines, and contractual compliance.
• Reviewing contractor invoices, budgets, and expenditure reports.
• Supporting documentation to ensure alignment with approved budgets, contract terms, funding requirements, and programmatic deliverables.
• Identifying fiscal, operational, or compliance risks, documenting deficiencies, and coordinating corrective action and technical assistance when necessary.
• Developing and maintaining contract monitoring tools, performance dashboards, expenditure tracking systems, risk documentation, and other mechanisms that strengthen accountability and fiscal stewardship.
• Serving as a resource to program leadership and external partners.
