Job summary

Systems Plus is seeking a Contract Manager to lead delivery of mission-critical DoD programs from our Frederick, Maryland office. This full-time onsite role requires proven experience managing federal professional-services contracts and coordinating cross- functional teams to ensure program success.

You will interface with CORs and COs, oversee staffing and budgets, and drive compliance with FAR/DFARS. A bachelor's degree and 10+ years of federal contract experience are preferred; PMP is a plus.

Qualifications

• Minimum 10 years of experience managing federal professional-services contracts.
• Minimum 5 years of experience as a program manager or contract manager for DoD or comparable federal organizations.
• Strong knowledge of FAR/DFARS and federal contract administration practices.

Responsibilities

• Lead the delivery of mission-critical DoD programs while overseeing contract performance.
• Oversee staffing, onboarding, retention, and subcontractor management.
• Serve as primary interface with CORs, COs, and Government leadership.
• Manage contract performance, deliverables, quality-control programs, transition activities, and reporting requirements.

Daily Responsibilities

Lead the delivery of mission-critical programs supporting the Department of Defense while serving as the trusted partner to Government leadership. • Experience managing multi-disciplinary federal professional-services contracts.
• Experience overseeing staffing, recruiting, onboarding, retention, and subcontractor management.
• Experience serving as primary interface with CORs, COs, and Government leadership.
• Experience managing contract performance, deliverables, quality-control programs, transition activities, and reporting requirements.
• Experience managing budgets, labor utilization, staffing plans, risk management, and contract compliance.
• Strong knowledge of FAR, DFARS, and federal contract administration practices.
• Ability to lead geographically dispersed and cross-functional teams.

Degree and Certifications:

• Bachelor's degree in a relevant area preferred
• Bachelor's degree in business, management, project management, acquisition, public administration, or related field.
• PMP preferred.

Required Experience:

• Minimum 10 years of experience managing federal professional-services contracts.
• Minimum 5 years of experience as a program manager, contract manager, contract PM, or task-order manager supporting DoD, DHA, or comparable federal organizations.
